STANDING ORDERS

1. Official Address

The official address of the Association is the address of the Secretary-General. In the extended absence of the Secretary-General from that address, the Secretary-General shall nominate an address for the time being.

2. Quorum Numbers

2.1 At Council meetings eight shall form a quorum and at the General Meeting and Extraordinary General Meeting the number for a quorum shall be twenty-five.

3. Voting Procedures

3.1 General Meetings and Extraordinary General Meetings shall be conducted according to Roberts' Rules of Order. The presiding officer at such meetings may designate the Immediate Past-President or other senior member to serve as parliamentarian, whose responsibility it will be to make sure that Roberts' Rules of Order are followed.

3.2 At any General Meeting a motion put to the Meeting shall be decided on by a show of hands. The Council may arrange in advance for the taking of a poll or postal ballot, the results of which shall be announced at the General Meeting. A declaration by the Chairperson that a motion has been carried or lost, or carried or not carried by a particular majority, and an entry to that effect has been made in the minutes book of the IACCP shall be conclusive evidence of the fact without proof of the number or proportion of votes recorded in favor or against the motion.

3.3 On a show of hands every voting Member present in person, and in a postal ballot every voting Member, shall have one vote unless at the date of the meeting or on counting the votes the dues of that Member are in arrears for more than one year.

3.4 Except for amendments to the Constitution or a motion for the dissolution of the Association, a motion will be carried by a simple majority of those present and eligible to vote or in a postal ballot of those eligible to vote who recorded their vote in the prescribed manner.

3.5 In the case of an equal number of votes being cast for and against a motion, the presiding officer shall have a second or casting vote.

4. Dues

4.1 The current dues for membership in the Association are those given in the most recent issue of the Cross-Cultural Psychology Bulletin.

4.2 Fellows, Members, and Student Members who become delinquent in the payment of annual dues shall, after one year of nonpayment, be placed on probationary status, and be so informed; and shall, after two years of nonpayment, have their membership cancelled. Persons removed from membership in the foregoing manner may reapply for membership in the usual fashion.

5. Preparation of the Agenda

5.1 The Secretary-General, in collaboration with the President, is responsible for the preparation of the Agenda for all General Meetings, Extraordinary General Meetings, and meetings of the Council.

5.2 Items for inclusion on the Agenda of General Meetings and Extraordinary General Meetings must be received in writing by the Secretary General at least sixty days prior to the meeting.

5.3 Items for inclusion on the Agenda and the meetings of the Council should be received at least sixty days prior to the meeting, except when another date has been set by the Council.

6. Procedures for Holding Scientific Meetings

6.1 All Scientific Meetings held in the name of the IACCP must have the approval of the Council.

6.2 Proposals for holding Scientific Meetings shall be submitted in writing for consideration by the Council and include the names of the principal members of the organizing committee, the proposed dates and location of the meeting, and documentation giving evidence of the availability of accommodations, the support of any hosting institution and the participation of the relevant Regional Representative who, when possible, will present the proposal to the Council.

6.3 In the case of the International Congress proposals must be submitted to the Council in time for a decision to be announced at the General Meeting two years in advance of the proposed Congress.

6.4 In granting approval for holding Scientific Meetings the Council may set dates by which notices are to be sent out and establish conditions to be met by the organizing committee.

6.5 It is the policy of the Association to approve conferences only in countries which, at the time of the award, permit free access to all IACCP members.

7. Publications of the Association

The Association has five official publications. Their titles, descriptions, functions and other relevant information are as follows:

(a) Journal of Cross-Cultural Psychology (hereinafter referred to as JCCP). JCCP is a quarterly, refereed journal which publishes unsolicited as well as solicited papers that may be either empirical or theoretical. It also publishes special issues and book reviews. Inaugurated in 1970 by the Center for Cross-Cultural Research, Department of Psychology, Western Washington State College (now Western Washington University, and hereafter referred to as WWU), Bellingham, Washington, U.S.A., JCCP continues to be copyrighted by WWU. Since the founding of the IACCP in 1972, WWU has agreed to permit the Association, at no cost, to call JCCP an "official publication of the Association." Since 1973, JCCP has been published by Sage Publications of Newbury Park, California. The publication of JCCP is governed by contractual agreement between Sage Publications and WWU; the IACCP has neither a contract with WWU nor a contract with Sage Publications. Because of this arrangement, IACCP can only advise and consult in the appointment of the Editor, Associate Editors, Book Review Editors, and other key individuals who are responsible for implementing the Journal's publication policy.

Historically, the IACCP Publications Committee has had a close relationship with JCCP, and has had a very strong impact on establishing, developing and implementing the publication policy of JCCP. This is so primarily because the goals of the Association have been in perfect accord with the original and current goals of the Center for Cross-Cultural Research. Full details of the policies and scope of JCCP are available from the Editor, Senior Editor, Associate Editors, or publisher.

(b) The CrossCultural Psychology Bulletin. The Bulletin, formerly called the Cross-Cultural Social Psychology Newsletter, was inaugurated in the mid1960s. Published four times a year, the Bulletin continues to be the Association's main outlet for news of the Association, letters to the Editor, announcements of meetings, research and teaching opportunities, brief empirical or historical reports of cross-cultural interest, and other information that members of the Association may find valuable, interesting, or important. A subscription to the Bulletin automatically comes with membership.

(c) Proceedings of International or Regional Conferences of the Association. Since its inaugural meeting in 1972, the IACCP has published the Proceedings of its international conferences and on occasion its regional conferences. These books contain selected and edited papers, symposia, and addresses that were included on the conference program, and are usually oriented toward the conference theme.

The editors of conference proceedings are appointed by Council and are normally the conference organizers. The Publications Committee shall advise the Council with respect to publisher and other details of publication. A copy of the Proceedings is included in the registration fee for the relevant conference; separate and additional copies may be purchased from the publisher.

(d) Directory of Cross-Cultural Research and Researchers. The Directory is primarily a membership directory of the Association. It contains the name, affiliation, postal address (and E-Mail address if available), areas of research interest, and other relevant information for all current members of the Association. The Directory is posted to new members upon payment of their first annual membership fees. The Directory is revised periodically and the new edition is sent to all members. Compilation of the Directory is a joint responsibility of the Secretary-General and the Treasurer.

(e) Cross-Cultural Psychology Monographs. Tilburg University Press, in close cooperation with the Association, began publication of the Monographs in 1991. The Editor(s) of the Monographs shall be recommended by the Publications Comrnittee to the Council. An agreement with Tilburg University Press specifies that a member of the Tilburg University Faculty must serve either as an editor or as a member of the editorial board. The Monograph series is intended to provide an outlet for manuscripts in cross-cultural psychology that fall between the length of articles and that of books. Typically, two Monographs are published each year. Members may subscribe to the Monographs along with annual Association membership renewal.
