BY-LAWS

 

1.  Use of IACCP Name and Logo

The right to use the name of the Association and the Association's logo (which originated with the inauguration of the Journal of Cross-Cultural Psychology in 1970) for any publication, conference or related activity, or any other public activity resides with the Council.

2.  Relationships With Other Organizations

The Association encourages relationships and possible formal affiliation with other organizations or associations that have similar aims. The Council shall determine the number and extent of such relationships, and shall appoint, as necessary, members to serve as liaison with such organizations or associations.

3.  Membership

3.1 Qualifications for Honorary Fellowship

The Constitution describes Honorary Fellows as members of the IACCP who have made a distinguished contribution to the advancement of cross-cultural psychology and a continued and sustained contribution to the IACCP. This special category of membership represents the highest honor which the Association can bestow, and so it is given only rarely. The following procedures govern the consideration of those who have been nominated for the award of Honorary Fellowship.

3.1.1 Criteria for the Award of Honorary Fellowship

(a)     The term ìdistinguished contributionî as used in the description implies that the member has made a notable contribution to cross-cultural psychology over a substantial period of time. A distinguished contribution is one which has influenced the development or application of cross-cultural psychology in a way that is readily recognizable by many colleagues. This contribution can take the form of important theoretical formulations, an influential program of research, or outstanding promotion of cross-cultural psychology. In considering candidates for the award, the following question should be asked: Has the candidate made sustained contributions to cross-cultural psychology in such a way that he or she has clearly and substantially influenced the current status of cross-cultural psychology and/or the aims and purposes of the Association to such an extent that cross-cultural psychology and the Association have strongly benefited? If this question cannot be answered affirmatively, then consideration will terminate.

(b)     Eligibility. All present Fellows of the Association are eligible except those currently serving on the Council. (From the date of passage of this revised Constitution through the next ten years, this eligibility requirement will be amended to read, ìAll Members of the Association of ten yearsí standing or more are eligible except those currently serving on the Council.î)

3.1.2 Nomination Procedures

(a)        Nominations must be made in writing by any current Member or Fellow of the Association and supported in writing by at least two other persons who must be current Members or Fellows of the Association. Each of these persons must be a resident of a different country. Referees from outside the IACCP membership may be used but are not mandatory.

(b)        The nomination must be accompanied by a brief curriculum vitae, together with a summary statement of support for the nominee and reasons for the nomination. Normally the nominee is not informed of the fact that she or he is being nominated.

(c)        The Association will notify and inform the membership of the nomination procedure but will not issue calls for nominations.

(d)        Nominations and supporting documents must be sent to the Secretary-General.

3.1.3 Consideration of Candidates

(a)     Nominations will be considered by the Standing Committee on Awards, chaired by the Immediate Past-President. If the committee supports the nomination of a candidate by a clear majority, it will be recommended to the Council that the Council consider the candidate for the award. The Council will then vote on the candidate. A positive decision requires that at least two-thirds of those voting be in favor, and that at least two-thirds of the Council cast ballots. The ballot may be conducted either at a meeting of the Council or by postal ballot, whichever is the more expeditious. The entire process must take place within twelve months of the initial date of nomination.

(b)     If the Committee does not support a candidate it will not report on the nomination to the Council but will inform the nominator that it has been decided to take no action at the present time.

(c)     If the Council approves the nomination, the President will inform the nominee and receive the nomineeís acceptance of the award before a public announcement is made.

3.1.4 Privileges of an Honorary Fellow

The Honorary Fellow shall enjoy all the privileges of membership and shall be exempt from annual membership fees for life.

3.1.5 Certificate

A certificate shall be presented to newly-elected Honorary Fellows, preferably during the next General Meeting of the Association. However, other suitable occasions may be used for the presentation of the award. If preferred by the recipient, the certificate will be sent by mail. 

3.2 Qualifications for Fellowship

3.2.1 To become a Fellow, a member shall meet at least two of the following qualifications:

(a)     Has been a member of the IACCP for at least seven years;

(b)     Has made an outstanding contribution to the advancement of cross-cultural psychology through some combination of research, writing, and teaching;

(c)     Has made an outstanding contribution to the IACCP by such activities as serving as an officer, serving on the Council or its committees, acting as Editor or Associate Editor of an IACCP publication, or conducting IACCP-sponsored conferences or scientific meetings.

3.2.2 Applications shall be made in writing to the Secretary-General and show evidence regarding a, b, and c above and shall be supported by the recommendation of two Fellows or Members of at least ten years standing.

3.2.3 Advancement to Fellowship shall be determined by the Council on the recommendation of the Standing Committee on Membership and Professional Standards.

3.3 Qualifications for Membership

3.3.1 Members shall meet both of the following requirements:

(a)     have a major academic qualification in psychology or other qualification of an equivalent standard in a discipline related to cross-cultural psychology; and

(b)     Show evidence of interest in cross-cultural psychology.

3.3.2 Applications for Membership shall be made in writing to the Secretary-General and show evidence of qualifications and interest. Acceptance for Membership shall be determined by the Council on the recommendation of the Standing Committee on Membership and Professional Standards

3.4 Qualifications for Student Membership

3.4.1 Student Membership is available to undergraduate and graduate students who:

(a)     are studying in the field of cross-cultural psychology or a related discipline; or

(b)     are carrying out research in the field of cross-cultural psychology or a related discipline.

3.4.2 Applications for Student Membership shall be made in writing to the Secretary-General. Applicants must show evidence of student status and be endorsed by a member of the academic staff of the department, school, or faculty in which the student is enrolled and/or by a senior cross-cultural researcher with whom the student is working.

3.4.3 Acceptance for Student Membership shall be determined by the Council on the recommendation of the Standing Committee on Membership and Professional Standards.

4. Rights of Members

4.1 All Honorary Fellows, and all Fellows, and Members who have paid the appropriate annual dues as prescribed in the By-laws shall have the right to attend all meetings and conferences arranged by the Association, vote on any issues or motions before the Association, participate in the election of the officers of the Association, and be eligible to hold office or to nominate persons for various offices and to serve on the Council of the Association except that only those Honorary Fellows, Fellows and Members currently listed as being from a Region

shall be eligible to vote for a Representative of that Region to serve on the Council.

4.2 Student Members who have paid the appropriate annual dues as prescribed in the By-laws shall have the right to attend all meetings and conferences arranged by the Association. Student members shall not have the right: to vote on any issues or motions before the Association; to participate in an election of officers or Regional Representatives; or to hold any office or serve on the Council of the Association.

4.3 All Members (including Student Members) shall be entitled to receive the publications of the Association on such terms and conditions as decided by the Council.

5.  Powers and Duties of the Executive Council

5.1 The Council shall appoint standing committees, establish ad hoc committees, fill vacancies by cooption, authorize the holding of meetings, and supervise the finances of the Association.

5.2 The Council shall establish rules and procedures for the administration of the Council.

5.3 The President shall preside over all meetings of the Council except as specified in the By-laws.

5.4 The Council may appoint and engage staff members who shall perform such duties and exercise such powers and hold office upon such terms for such periods and under such conditions as the Council from time to time determines.

5.5 The Council shall authorize admission to the categories of Membership specified in Section 3 of the By-laws on the recommendation brought to the Council by the Chairperson of the Standing Committee on Membership and Professional Standards and the Chairperson of the Standing Committee on Awards.

5.6 The Council shall set the amount of annual membership fees and any other special assessments.

5.7 The Council shall hold meetings when required.

5.8 The Council shall appoint a Chairperson of the Standing Committee on Publications and members to the Standing Committees and to such other committees as are decided upon by the Council.

5.9 The Council shall appoint the editors of IACCP publications and determine the terms of their appointment except that: (1) in the case of the Journal of Cross-Cultural Psychology it shall advise on the appointment of Editors and Associate Editors in consultation with Western Washington University under the conditions set down elsewhere in the By-laws and Standing Orders; and (2) in the case of the Cross-Cultural Psychology Monographs and as specified by Tilburg University at least one Editor or member of the Editorial Board shall be a member of the Tilburg University faculty.

5.10 The Council shall have power to frame By-laws and Standing Orders for the effective functioning of the Association consistent with the Aims and Objectives. By-laws framed by the Council must be presented to the General Meeting and must be passed by three-fifths (60%) of those present and voting. If necessary, By-laws framed by the Council may be passed by postal ballot provided that one-fourth (25%) of voting members in good standing cast a vote and the By-law is approved by three-fifths (60%) of the votes cast.

5.11 Standing Orders framed and passed by Council must be referred to the next General Meeting for information and suggestions for amendment. The Council shall duly consider such suggestions and make such amendments as it may consider necessary. A resolution may be passed in the General Meeting to overthrow or negate a Standing Order passed by the Council.

5.12 Questions arising at any meeting of the Council shall be decided by a majority of votes and in the case of equality of votes the Chairperson shall have a second or casting vote.

5.13 Any vacancy amongst the officers or in the other members of the Council may be filled by the Council, except that in the case of the President the vacancy shall be filled by the President-Elect. Any member of the Council so appointed shall retire at the next General Meeting and for the purpose of reelection shall not count as a retiring member of the Council.

5.14 The Council may appoint other persons as ad hoc members of the Council due to some special, temporary status which they occupy as, for example, the organizers of forthcoming IACCP conferences. Such persons shall be appointed for a fixed term and, ordinarily, shall not be reappointed.

6. Duties of Officers

6.1 The President shall:

(a) Call and preside over all meetings of the Council and all General and Extraordinary General Meetings of the Association (with the exception of Council meetings called by the Secretary-General as specified in By-Law 10.6  if such a meeting might present any conflict of interest for the President or the Council).

(b) Supervise the work of the Council.

(c) Set the agenda, in consultation with the Secretary-General, for all meetings of the Council and for all General and Extraordinary General Meetings of the Association.

(d) Serve as chairperson of the Standing Committee on Elections and serve on the Witkin/Okonji Award Sub-committee.

6.2 The President-Elect shall:

(a) Carry out the President's duties in the absence of the President and in the absence of both the President and the President-Elect the Council shall choose one of its other members to carry out the President's duties

(b) Serve on the Standing Committee on Elections and on the Witkin/Okonji Award Subcommittee.

6.3 The Secretary-General shall:

(a) Be responsible for the administration of the Association including: preparing all meeting agenda as set in consultation with the President; sending notices of General, Extraordinary General, and Council Meetings; recording and keeping the minutes of these meetings; conducting postal ballots as needed; accepting membership applications; and, jointly with the Treasurer, maintaining the membership rolls of the Association.

(b) Report to the General Meeting on behalf of the Council giving an account of the main activities in the Association since the previous General Meeting.

(c) Serve as Chairperson of the Standing Committee on Membership and Professional Standards.

6.4 The Deputy Secretary-General shall:

(a) Assist the Secretary-General in the general administration of the Association and perform such other duties and functions as may be assigned by the Council.

(b) Serve as a member of the Standing Committee on Awards.

6.5 The Treasurer shall:

(a) Be responsible for all the funds of the Association and present a financial report at each Council Meeting and at the General Meeting.

(b) Jointly with the Secretary-General, be responsible for maintaining membership rolls.

(c) Serve as a voting member of the Standing Committee on Membership and Professional Standards, the Standing Committee on Publications, and the Witkin/Okonji Award Sub-committee.

6.6 The Immediate Past-President shall serve as Chairperson of the Standing Committee on Awards and as a member of the Standing Committee on Elections.

6.7 The Regional Representatives shall be responsible for promoting the work of the Association in their respective regions; shall act as liaison between the Council and the organizers of all IACCP-sponsored conferences in the Region; shall serve on the Program Committee for all IACCP sponsored conferences in the Region; and, may present reports to the Bulletin and/or General Meeting on activities in their Region.

6.8 The Chairpersons of the Standing Committees shall present reports at all Council Meetings and, unless excused by Council, at all General Meetings.

7.  Duration of Office

7.1 The President, Immediate Past-President, President-Elect, and Deputy Secretary-General shall hold office for two years.

7.2 The Secretary-General and Treasurer shall hold office for four years.

7.3 The Secretary-General, Deputy Secretary-General, and Treasurer may be re-elected but the President may not. On completion of the term of office of the President, the Immediate Past-President shall retire from office, the President-Elect shall become the President and the former President shall become the Immediate Past-President.

7.4 Editors of IACCP publications shall hold office for the duration specified by the Council and in the case of the Journal of Cross-Cultural Psychology with the agreement of Western Washington University.

7.5 The Regional Representatives shall hold office for four years. Elections for half their number shall be held every two years on a rotation basis such that half the number of representatives complete their term of office and half continue for the following two years. In the first two years of the operation of this By-law the eligibility for a two year or a four year period of office shall be determined by the Standing Committee on Elections. Regional Representatives may serve no more than two consecutive terms but, subsequently, may be re-elected.

8. Election of Officers and Regional Representatives

The Standing Committee on Elections shall prepare a slate of candidates for all vacancies to be filled in a particular election. At least six months prior to the General Meeting the Elections Committee shall solicit suggested nominations from the membership at large. The call for nominations should be published at least two times in the Cross-Cultural Psychology Bulletin. Using all nominations received, the Committee shall construct a list of two or more nominees for each upcoming Council vacancy. In the event that insufficient nominations are received from the membership, the Elections Committee is authorized to solicit or to provide further nominations. After the Committee has determined that each person is willing to serve if elected, a ballot listing the candidates for each vacancy shall be posted to all voting members of IACCP at least sixty days prior to the General Meeting.

Each Member shall indicate his or her choice among the candidates for each vacancy and shall return the ballot at least thirty days prior to the General Meeting. Only Members residing in a particular geographic region shall vote for the representative(s) from that region. If no votes are cast from a region, the Standing Committee on Elections may select a Regional Representative for that region from among the nominated candidates.

For each vacancy, the nominee receiving the largest number of votes shall be declared elected. In the event of a tied vote, the Standing Committee on Elections shall choose the person to be declared elected.

9. Regional Representation

The nine geographic regions for the purpose of determining regional representation on the Council are as follows: (1) Europe; (2) North Africa and Middle East; (3) Central and Southern Africa; (4) South Asia; (5) South East Asia; (6) East Asia; (7) Insular Pacific; (8) North America; (9) Central and South America. Any ambiguities regarding countries (particularly border countries) included in given regions shall be resolved by the Standing Committee on Elections, normally following the rule of usual cultural classification and/or geographical proximity.

Amended by vote of the membership in Pultusk, Poland, July 20, 2000: The ten geographic regions for the purpose of determining regional representation on the Council are as follows: (1) Europe; (2) North Africa and Middle East; (3) Central and Southern Africa; (4) South Asia; (5) South East Asia; (6) East Asia; (7) Insular Pacific; (8) North America; (9) Mexico, Central America and the Caribbean, and (10) South America.

There shall be one representative from each region, except that for Europe and North America there shall be two representatives from each region. In Europe and North America the two representatives shall be from each region.

10. Notice of Meetings

10.1 General Meetings and Extraordinary General Meetings shall be called by giving no less than sixty days clear notice from the date of issue. Notice may be given in the Cross-Cultural Psychology Bulletin, or via special mailings.

10.2 Meetings of the Council shall be called by giving no less than sixty days clear notice from the date of issue.

10.3 If any General Meeting or Extraordinary General Meeting is adjourned for more than thirty days, fresh notice shall be given for reconvening the adjourned meeting.

10.4 Notice of meetings shall be given to all members entitled to receive them. Unintentional failures in the sending or receiving of meeting notices shall not invalidate the decisions made at that meeting.

10.5 The Council shall prescribe those members entitled to receive notices and the mode and place of service.

10.6 A meeting of the Council shall be summoned by the Secretary-General at any time at the request of any three members of the Council by giving at least sixty days clear notice to all Members of the Council at their postal addresses on file with the Secretary-General. Unless contraindicated by the circumstances, the President will preside over a Council meeting so called.

11. The Standing Committees of the IACCP

The Executive Council shall appoint the chairpersons and members of each Standing Committee except for those specific Officers named herein as Chairpersons or members.

11.1 The Standing Committee on Membership and Professional Standards

The Standing Committee on Membership and Professional Standards shall consist of the Secretary-General (Chairperson), the Treasurer, and such other members as Council may appoint. The Committee shall make recommendations to the Council on the qualifications of persons applying to become Members, shall recruit new members, and shall deal with any matter pertaining to membership that is referred to it. The Committee shall also consider any matters concerning professional ethics and standards of any of the members of the Association that may be brought to its attention by the Council or by petition of ten or more Members of the Association. In such cases, the Committee shall consider the case with utmost care and confidentiality, and shall develop any procedures it deems necessary to adjudicate the matter quickly, completely and fairly. It shall also provide for an appeal procedure, should there be found sufficient evidence to consider terminating the membership of the accused or reprimanding him or her in any way.

11.2 The Standing Committee on Awards

11.2.1 The Standing Committee on Awards shall consist of the Immediate Past-President (Chairperson), the Deputy Secretary-General, and such other members as appointed by the Council. The Committee shall be responsible for the administration of nominations for Honorary Fellowships of the Association, the Outstanding Contribution Award, the Witkin/Okonji Memorial Fund Award, the Harry and Pola Triandis Doctoral Thesis Award, and such other awards as the Council shall from time to time establish. The Committee may establish sub-committees for the administration of each award and co-opt other members of the Committee for special purposes. 11.2.2 The Outstanding Contribution Award

The Outstanding Contribution Award has been established to honor individuals who have made unusually significant contributions to the aims and objectives of cross-cultural psychology as espoused by the Association. Nominees need not be members of the Association. Normally, the Association shall grant one or more of the awards every two years. The Award(s) shall be publicly announced at the International Congress of the Association and in the Bulletin. In addition, recipients of the Award shall receive a plaque describing the award.

Nominations will be solicited one year prior to each International Congress but, also, may be made by any Member of the Association at any time. Nominations shall be sent to the Standing Committee on Awards and must be accompanied by a supporting statement comprised of a brief resume including the nominee's background and position and a list of significant publications and/or accomplishments relevant to the aims and objectives of the Association. The Standing Committee on Awards shall vote on each nominee and then forward, with relevant documentation, any approved nomination(s) to the Council for consideration. If the Committee does not support a candidate the Committee will not report on the nomination to the Council but will inform the nominator that it has been decided to take no action at the present time.

11.2.3 The Witkin/Okonji Memorial Fund Award

The members of the Witkin/Okonji Memorial Fund Sub-Committee shall consist of the President (Chairperson), the Immediate Past-President, the Treasurer, the current Congress Organizer, and one other member of the Association at large appointed by the Council.

To honor the memory of Herman A. Witkin and Michael Ogbolu Okonji, two individuals who demonstrated the importance of collaborating on cross-cultural research projects, the IACCP established and continues to maintain the Witkin/Okonji Memorial Fund. Its purpose is to provide financial awards to IACCP members to facilitate their attendance at international conferences of the Association so that cross-cultural scientific encounters may take place. These grants are intended to help provide an opportunity for member participants who have particular need for subvention and/or to provide the Association with the benefits of participation by members from countries or areas of the world that would not otherwise be represented at a particular conference of the Association. Applications will be judged on the basis of the applicant's potential scientific contribution to the conference, geographical area, relative level of need, and age or status (e.g., new professional, advanced graduate student). The number and amount of each award shall be set by the Executive Council, in consultation with the current sub-committee.

11.2.4 The Harry and Pola Triandis Doctoral Thesis Award

The members of the Harry and Pola Triandis Doctoral Thesis Award Sub-Committee shall consist of the Deputy-Secretary General (Chairperson), the Immediate Past President, and all Regional Representatives. The Award is intended to honor and reward research excellence and to advance the early careers of dedicated researchers in the domain of culture and psychology. Support for the Award is provided by Harry and Pola Triandis Fund. To be eligible for an award, doctoral theses must have been accepted during the two calendar years ending on December 31 prior to the International Congress. The committee will select one or more recipients of the Award based on a careful evaluation of the submissions' scientific quality and potential impact on the field. The number and amount of each award shall be set by the Executive Council, in consultation with the current sub-committee. At the beginning of each reward cycle, the committee shall stipulate the responsibilities of the Award recipients to the Association.

11.3 The Standing Committee on Elections

The Standing Committee on Elections shall consist of the President (Chairperson), the Immediate Past-President, and the President-Elect. The Committee shall conduct all Association elections as specified in By-law 8 of the Constitution.

11.4 The Standing Committee on Publications

11.4.1 Composition of the committee

Composition as amended August 2004 at the General Assembly, Xi'an, China:

The Standing Committee on Publications (generally referred to as the Publications Committee) shall consist of: the Chairperson, appointed by the Council; the Editor and Senior Editor of the Journal of Cross-Cultural Psychology; the Editor of the Cross-Cultural Psychology Bulletin; the IACCP Webmaster; an individual responsible for the IACCP Internet resources such as the Online Directory and the Online Discussion List; two at-large members; and the Treasurer of the Association. The Committee may, if desired, periodically appoint or co-opt other members of the Association to sit on the Committee temporarily for the purpose of facilitating publications of the Association, and in particular the publication of the proceedings of the international or regional conferences.

Original composition (1992):

The Standing Committee on Publications (generally referred to as the Publications Committee) shall consist of: the Chairperson, appointed by the Council, the Editor, Senior Editor, Associate Editors, and Book Review Editor of the Journal of Cross-Cultural Psychology; the Editor of the Cross-Cultural Psychology Bulletin, the Editor of the Cross-Cultural Psychology Monographs, and the Treasurer of the Association. The Committee may, if desired, periodically appoint or co-opt other members of the Association to sit on the Committee temporarily for the purpose of facilitating publications of the Association, and in particular the publication of the proceedings of the international or regional conferences.

11.4.2 The duties and responsibilities of the Standing Committee on Publications shall be:

(a) To recommend to the Council policies and actions concerning the publications of the IACCP, and to oversee the implementation of these policies and actions in accordance with the instructions of the Council;

(b) To advise and consult in the appointment of the Editor, Associate Editors, and Book Review Editor of the Journal of Cross-Cultural Psychology under the conditions set down in the Standing Orders, to advise and consult in the appointment of the Editor or Editors of the Cross-Cultural Psychology Bulletin, and Cross-Cultural Psychology Monographs, and to help determine the terms and conditions of appointment of those editors associated with the Journal of Cross-Cultural Psychology;

(c) To deal with all matters, as appropriate, concerning the publication of proceedings of international and regional meetings of the Association;

(d) To consider and, as necessary or appropriate, make recommendations to the Council concerning the development of other publications that the Association or any of its members suggest may be appropriate outlets for the dissemination of useful information that is within the aegis of the Association.
